BTVU and its feature
(1) BTVU of multi-form, multi-level, multi-function
For many years, BTVU takes the feature of multi-form, multi-level, multi-function. BTVU adheres to face the grassroots and to face the rural area of Beijing. Taking in- service workers’ degree and non-degree education as its focus, BTVU insists on exploring open education within the overall university system of Beijing area. In June, 1996, BTVU was approved as the first batch of universities to participate in “CCRTVU Talent-Fostering and Open Education Experiment" project. Open education provided by BTVU depends on the computer-based digitalized network, mass-media and interactive long-distance communication, and thus formulates a campus intranet connecting our branches and working stations. The satellite TV network, computer network, teaching and management network together create a modern long-distance education environment —“satellite, computer network and human resource”. This is an in-depth exploration of talent-fostering pattern in the long-distance education, driving the essential change from traditional long-distance education to modern long-distance education.
(2) One main task—multiple forms
BTVU, grasping the historic opportunity of building a well-off society, and modernization process, further clarifies school positioning and future development concept. Our strategic positioning is as follows: make full use of the advantage of long-distance open education and holistic system, play a more important role in building life-long education system and learning society. We position our school as a "modern long-distance open university" with municipal feature, a long-distance education center to satisfy the diverse learning needs of Beijing residents, beneficial to the economic construction and social development of China.
[next]Our school establishes development concept as “a major multiple, quality-essential, credibility, full-scale service, overall development”. To elaborate this concept: BTVU aims at consolidating the main body of open-education, paying attention to the diversified development, enlarging our scope to social training and continue education, working actively on community education, rural education, accelerating the long-distance education supporting system, and strengthening the social service function of BTVU. We will emphasize the development of “BTVU headquarter and its subordinates”, making them share resource and supplement each other, and thus improve the core competitiveness of our school and realize the sustainable development of BTVU.
(3) One headquarter –diverse braches
National TVU system is the strength and feature of BTVU. 90% of BTVU students spread over different branches. Our school emphasizes on strengthening system construction and improves the general level to ensure the project implementation and quality of our students. Our university is structured in two levels, the upper level is BTVU and the lower one is its branches, work stations, and learning centers. BTVU is in charge of the all branches, work stations and learning centers, adopting flat structure with the characteristics of quick responsiveness, effective management, and efficient command. This structure ensures the efficient implementation of pilot projects within our system. Our school system takes advantage of this feature, consolidates the feature of long-distance open education and improves the overall education quality of our school.
(4) Computer network
Our supporting resources included the net-based modern long-distance education environment. We build campus intranet covering 18 districts and now has formed a [next]three-level network system, relaying the online platform, satellite and electronic network, and thus make a fundamental change from the traditional teaching approach BTVU used to apply to a new digitalized, multi-media, and interactive teaching approach. BTVU places emphasis on building virtual campus, campus website, online teaching platform, VOD system, learning website, BTVU email system, electronic office system, the window of academic affairs, open education and learning platform, college of continue education subnet, and that of Chinese center for foreigners. We have been working on improving and perfecting the function of our network, platform, increasing our information load and improving updating speed, network bandwidth and runtime, providing powerful support for students’ autonomous and long-distance learning .
